Although the pandemic impacted on output in 2020, in 2021 there was an improvement with the values improving by 6%. Over the medium term, we forecast year-on-year growth in output, driven by a combination of factors. The main ones are: the urgent need to increasing affordable housing supply; a chronic shortage of skilled ‘wet’ trades; government support e.g. Homes England’s Accelerated Construction Programme and the extended Affordable Homes Programme; an increase on offsite housing manufacturing capacity with several manufacturers able to supply at scale; an expansion in the range of available building technologies; an increase in the number of firms and proprietary off-site housing systems obtaining BOPAS (Build off-site Property Assurance Scheme) certification and or NHBC or other providers warranties. This in turn has contributed to an increasing number of mortgage lenders with products suitable for off-site housing.
